humm， difficult...because it is abstractive，
Many people says that France is more centralized than Japan.
The movement toward decentralization in France began in 1980s. But now it seems that french civil prefer centralized country， Same as Japan.
Three of participants posed question.
For me， private company employee， the last question was most interesting to me.
"Isn’t it difficult to develop the talent for self-management of officer in local autholity which has been largely depending to central goverment? And I heard that the France created the "association" to develop it. What do you think of that?"
